Not sure about the excersises but mystery shoppers are investigators. They are employed to go shopping an assess the standards of service provided, usually for consumer organisations like 'Which'.

Mystery shopping is a tool used by market research companies as a tool to measure quality of retail service. Companies send mystery shoppers to 'act' as shoppers or to legitimately shop in return for some combination of cash, store credit, purchase discounts, or the goods or services purchased. Instructions to mystery shoppers can include a script of behavior, questions to ask, complaints to give, purchases to make, and measures to record, such as time it takes to receive attention from an employee or receive a service, or the responses given to questions.

A mystery shopping company send staff into shops or calling into call centres etc and creates a report on the findings for the company to use as feedback and a guideline for self improvement.
As far as i know they are for the company's internal use only and are only ever made public if the results are excellent for advertising reasons, or perhaps in a once a year industry report covering other company's in the same sector.
