Don't confuse Chibi Chibi with Chibiusa! They are two different people.
Chibi Chibi appears both in the anime and manga versions of the Sailor Moon "SailorStars" series. But there is a slight difference in her character when you compare the two.
Anime:
Chibichibi appears in the fifth and final season of the Sailor Moon series. She is estimated to be about two years old, and knows a few simple words. She likes to repeat what other people say. In the anime, she mostly says "chibi," hence her nickname. She is first seen in the manga, floating to earth using an umbrella (similarly like Chibiusa a.k.a Rini did in the previous series)
Chibichibi ends up with the responsibility of protecting Princess Kakyuu. In the anime she can also transform into a Sailor Senshi, which she is called Sailor ChibiChibi Moon.
You find out later on in the anime the following about Chibi Chibi (**NOTE: SPOILERS!!**) Background info taken from wikipedia.org:
Background in Anime:
"A long time ago, Galaxia sealed Chaos inside her own body. Knowing that this would contaminate her starseed, she sent it far away. The starseed took the form of the pink-haired Chibichibi, and landed up on Earth where she lived with Usagi. Chibichibi is also referred to as the "light of hope". She is not only able to transport herself and the senshi around Galaxia's domain freely, she is also able to transform herself into a sword to seal Galaxia away."
Manga:
Chibi Chibi is introduced in the manga the same way that she is introduced in the anime. I was a bit confused at first when I watched the anime, because people kept telling me that it was very different from the manga. But I soon found out that the only difference in her character in the manga is that her background information is different than that of the anime. It is better if you read the manga first, and then watch the anime series.

Background in Manga:
"Sailor Cosmos, Chibichibi's true form, came from a war-torn future where she lost the war to Chaos. Losing hope, she went to the past to try to get Sailor Moon to destroy the Galaxy Cauldron. Sailor Moon refused to do it because it would mean that new souls and stars would never be born. Sailor Moon argued that it would happen in another Galaxy, so she wouldn't do it.
Despite the similarly styled hair, both Usagi and Chibiusa denied that Chibichibi was their child - this is due to the fact that the Queen of the line of the Silver Millennium is only able to have one child, and Chibiusa did not feel any connection to Chibichibi in that way.
It is unclear if Sailor Cosmos is herself the future form of Sailor Moon (in the original manga, versus the Tokyopop translations) or if Sailor Cosmos is an entirely different character. The Japanese version may have been deliberately vague on this subject. The creator of Sailor Moon, Naoko Takeuchi has not taken a stance on this issue yet.
In reprints of the manga, her senshi name was changed to match that of the anime version: Sailor Chibi Chibi Moon."
In conclusion:
As you can see, her background is very different in the two versions. But the main point is that Chibi Chibi is NOT Usagi's (Sailor Moon's) daughter. In both versions, Chibi Chibi uses the same technique as Chibiusa (Rini) to make Usagi's parents believe that she is the sister of Usagi.

I would rather Chibi Chibi over Chibiusa, and again it is because I find Chibiusa annoying. The only issue I have is - how do you know that Chibi Chibi isn't going to be as annoying as Chibiusa when she got older? Also, keep in mind that Chibi Chibi is a star seed which makes her an item, not an actual person. So it would be hard for Chibiusa to live up to that. Chibiusa was also in a bit of a strange situation - I mean, imagine being in her shoes and living with the past version of your mother who just happens to be an immature crybaby of a teenager when the mother you grew up with was all strict and serious? It would be tough.

No, she is Sailor Cosmos. Rini is Sailor Moon's Daughter.
Chibi Chibi Is not related to any Sailor Scouts.

In either anime or manga, Chibi Chibi is unrelated to Sailor Moon in anyway. Since there are differences in both of the series, I'll break it down in the simplest way possible.

My personal opinion:
From the way ChibiChibi is described, Sailor Cosmos personality is quite different from Sailor Moon, since Sailor Moon refuses to sacrifice lives for another purpose. In my opinion, it leads me to believe that she's a different character, but it still could be Sailor Moon's future self...xD Like her great great great great grandaughter or something.

what im thinking is that sailor moon turns into sailor cosmos in a way different universe and has chibi chibi cause sailor cosmos has the heart shaped hair things on her head..... so there's probably all sorts of worlds we don't even know about..I migh be wrong but who knows.

I have no idea but there is a high possibility because chibi chibi looks like usagi even Seyia and the inners said it.However she is sailor cosmos and i think sailor cosmos is way older than Usagi. Just saying.

NONONONONONO, Chibi Chibi (the one who has the heart-shaped hairstyle) is MOST DEFINITLEY NOT Sailor Moon's daughter, grand daughter, or descendent of any kind. You can go on any fan site and it will tell you Chibi Chibi is not related to Sailor Moon that way.
