my penis was 5 inches and now its 7 inches..and iam getting hair on my ballz and around my penis

Welcome to puberty and manhood, and you mean to tell me no one ever talked to you about this. Don't worry its normal cant stop it either so get used to it. Next thing is you could be experiencing a discharge from your penis that is normal its gooey and cleary white like that's ok its semen. Perhaps you can get into health class at school they teach alot about this. Or look up puberty on the computer and see what it says for boys.
Your ok though and know that just relax and let it happen.

there are only a pair of scientific places that try this in the U. S.. whether you persist with for the surgical operation, they require you do to a year or 2 of therapy, and a year or 2 of living as a female formerly they are going to make an appointment for that surgical operation.

It probably means you have a disease called Peyronie's disease which puts you at increased risk for necrotizing fasciitis, meaning your penis could succumb to decay and gangrene. You should put a splint on your penis and bathe it in milk and fish oil daily to keep it supple and prevent yourself from getting NF. I also suggest you speak to your doctor.
Don't be ashamed, Peyronie's and NF are quite common, treatable diseases! It's not your fault!
