No they can not change rosters and as a commisioner in both free and paid league this is not allowed at all.

Yes they can. They can bench all players on any players team. THis in fact happened in our Yahoo league this week. We had a team manager that never payed his money to be in the league, and his team could have made it's way into the playoffs this season. So the commish benched all of that guys players. Anyways, I just wrote a bunch of stuff that probably sounded like blah blah blah.
But long story short, the commish has the power to do many things in the league. Lock out managers from trades, add/drop, smack talk, posting as well as complete control of other peoples rosters. Don't make the commish mad.

If there is any sign of abuse or cheating in the league, the the commissioner can come in and lock the team up so they cannot make any moves, or bench the team so they cannot play anyone. Im in a league where you pick one team each season and play with those players. I took Miami this year (doh!!!), and the commish on that league said that if anyone who had any players that were not on their perspective teams, then after a week he would go in and drop them so the right team could pick them up. However, if the commish is making moves with nowarning or no real reason to, then you can report the abuse to Yahoo and have his/her account suspended :)

Yes they can I am a commisioner for my league and a person in my league's comptuer quit working he's asked me to take care of his lineup

a football commissioner can change any roster of any team for the current and all previous weeks..they can do this at any time...
Commissioner Tools > Edit Rosters
this does not apply to baseball, basketball and hockey, different commissioner rules....
Yahoo! will not act in a private league against the commissioner, the commissioner has full jurisdiction over their leagues...
bottom line, they can do what they want, sorry....

I think so, Because I saw some moves in my league but I didn't say anything, Because It was far to late, But anyways Unless I can be in a league where the System Auto drafts and Picks then I want play again.

Yes they can. If you're worry that there's something fishy going on though, don't worry, even when he did, it'll shows on the transaction logs that the commish make an adjustment on your team by benching LT and starting I don't know, Mike Anderson instead...
