I just stare at them until they look away.

No, that would be rude. The way I was raised it is considered rude to look directly at people, and in polite conversation you turn your head a little so you don't appear to be impolite.

When I make eye contact with people accidentally, I look away.

Often misinterpreted by people raised in confrontational, less civilized societies, like the U.S.

It depends: generally, I will smile (despite living in New York City!), but if it looks like the person could be dangerous or otherwise troublesome, I'll try to keep a blank expression. Not meaning to be rude, but just being careful since there are some crazies out there and a smile might be taken as encourage to latch onto you. I think that's why so many people here in NYC are afraid to smile at strangers. However, I still do get plenty of smiles in return. So, New Yorkers, don't give up on smiling! (Sorry, didn't mean to turn this into a New York thing.)

It depends on my mood. I should probably smile more, but sometimes people are just staring at me and I think it's rude, so I don't smile. I know that the more you smile, the nicer people will treat you. But, I have learned that not smiling will make people leave you alone; you are less likely to be forced into a mundane conversation with someone or have someone ask you for money.

I frequently smile at strangers when they make the initial eye contact. When I don't it is usually if I am in a hurry or in a down mood. If I am hurrying or down I don't want to take the time.

I usually try to keep a pleasant expression on my face at all times. Then if I do catch someones eye, it just feels normal to smile at them. Unless it's a cute guy of course, then they get a really quick smile and my eyes go straight to my shoes or or to my watch or the sky or something. I'm pretty shy.

Both. It's polite to smile, maybe not playfully as for a sign to coming on to them, just to assure them that you wernt glaring at them. After they acknoledge that, you can look away.

Depends on who it is, how she (he) looks.
If it is a policeman or a hooligan, I tend to innocently look away.
If it is a nice woman, I smile, or even better: I return the smile
