I use and recommend the following free download:

Start up Inspector

http://www.download.com/Startup-Inspector-for-Windows/3000-2086_4-10452094.html?tag=lst-0-1

Startup Inspector for Windows helps manage your startup applications and provides information on programs that run when you start up Windows. It can tell whether a program is necessary to the system or if it is spyware. The application scans all programs in the Windows startup folder and registry, and provides you with background information. There are more than 4,300 programs in the database. The application's features also include the ability to remove harmful programs such as spyware, viruses, and dialers, as well as remove unnecessary programs like reminders and monitors, thus improving your system's performance and health. Version 2.1 may include unspecified updates, enhancements, or bug fixes.

Take a look at all the programs that start when you boot up..
I figure you do not use most of these, they just default to start when your PC does.
Go into the settings of all the ones you dont use and disable them during start up.
This will make everything much quicker.

There are programs you can download to optimise the start up, I think OptimiserXP is one of them. Look on http://majorgeeks.com/

Apart from that, defrag often, get rid of programs you don't need starting up with the PC, including hidden processes that start up when the PC does.

u can pick more memory and more powerful cpu..)))..
if not - try to minimize the programs running simultaniously with the startup
(u can do it through working with "HKEY_LOCAL_MACHINE\
SOFTWARE\Microsoft\Windows\
CurrentVersion\Run"
after typing "regedit" in "startup/run" but be careful..))
