I usually soak the soil when I plant them and then don't water again until I see them coming out of the soil. We are on water restrictions and can only water on a Sunday and Wednesday so they get a good soaking on those days and nothing in between. I also avoid spraying the plants themselves with water, and don't water in the evening. We have a problem with "powdery mildew" and so I try to keep the plants as dry as possible.

When you plant them water til the soil is moist, maybe a bit more. Keep the soil moist but not wet til they germinate. As they grow past the baby stage you can water them less because thier roots will be reaching deeper into the soil.
