buy plain clear glass ornaments and paint their name on it and decorate it. then wrap up real pretty.
make Christmas candies - fudge, chocolate covered pretzels, etc. and wrap up pretty.

I don't know if you sew but I did a craft show yesterday and this woman made a purse from a pair of jeans. She cut the legs off and sewed the hole up and made a shoulder strap, lined it and made a matching sache from the lining material and put the sache through the belt loops and tied it. It was very cute! You can also make eyeglass cases out of material. Very easy.
Here's another idea! Homemade jelly. Here's a great recipe because it's made from frozen concentrated juice.
Fruit Juice Jelly
1 box fruit pectin
2 c water
1 (6 oz) can frozen concentrated juice (any flavor) thawed
3 + 3/4 c sugar
Mix and heat first 3 ingredients in a heavy saucepan stirring until bubbles form around the edge of the pans. Add sugar, heat again just until it begins to boil, stirring constantly. Remove from heat. Take a large serving spoon and skim off the foam from the top of the liquid jelly. Pour into sterilized jars and seal with a 1/4" layer of melted paraffin wax.

hit the local flea market or consignment or dollar store and grab up all the cute mugs for everyone. Some times on private owned stores you can get a deal like buy 30 mugs get them all hlaf priced. Then head over to Walmart and get the stuff for the recipe below. Mix it up and pour some into clear bags and tie with cute ribbon attach a note to let them what and how to make the drink. Stick a candy cane in the side for color.
11 cups dry milk powder
1 (8 ounce) container powdered non-dairy creamer
2 1/2 cups confectioners' sugar
1 (16 ounce) container instant chocolate drink mix
DIRECTIONS
Sift together the powdered milk, non-dairy creamer, powdered sugar and instant chocolate drink mix. Store in air tight containers or glass jars for gift giving.
To use: Add 3 to 4 tablespoons of mix to 1 cup of water. Add a dash of cinnamon if desired.

Maybe you can make a little packet of stationary for each person and tie it with a bow at the top. Copy paper is inexpensive and ribbon you can buy at the local craft store for $.44. Good luck!

well, hot cocoa in a jar!
put some hot cocoa mix in a clean glass jar
put some marshmellows and chocolate chips on top.
put a ribbon around it, maybe
some stickers and painted stuff, and theres
some yummy holiday treats!
