Usually it means that an organization wants people who look different, talk different but think exactly the same.
It makes people feel morally superior.

This is like comparing a kitten to an orange. The kitten is fuzzy and cute and makes you happy. The orange in round and orange and juicy and edible. Then if you try to cross these two items you are left with an angry kitten. In conclusion, it should be clearly obvious that in my previous statement I had no clue what I was talking about.
