There won't be a split title, because the AP and coaches have Ohio State and Florida 1 and 2. The AP still has a big voice, they do give out their own national title trophy. And the AP asked the be removed from the BCS formula. So regardless of who wins between OSU and UF the national champs will be unanimous.

3 years ago when there was a split championship between LSU and USC, LSU automatically got the usatoday coaches' poll championship for winning the 1 vs 2 game then (the Sugar Bowl) against Oklahoma.
The Associated Press (media poll) voted for USC, so there was a split championship.
But NOW, the BCS does not use the AP Poll, they use the Harris Interactive poll (another media poll), and I'm assuming the BCS is doing this to try to discredit the AP's choice of nat'l champ if there is ever a difference.
For example, if Ohio St and Michigan play in the BCS title game, and Michigan wins, and 12-1 Florida wins easily in the Sugar Bowl over a highly ranked team, the Associated Press might choose Florida while the espn/usatoday poll would automatically have to choose Michigan.
But I don't know if many people would take the AP poll too seriously since the BCS does not use it anymore.

The scenario would be the team not voted into the title game winning their bowl by a blowout (either Florida over Notre Dame in the Sugar if they don't go to Glendale, or Michigan over USC in the Rose if they don't go) and the other barely beating Ohio State.

Is there a playoff system? Will the championship game end in a tie? Only under those conditions could there be a split championship.

No playoff, no champion. PERIOD.

If Ohio State wins and Michigan loses. Then no. Even if Michigan wins, that would not happen. Mainly cause Ohio State won the reagular season meeting. If Ohio State loses and Michigan wins, who knows what will happen.
