Dubya was not elected in the first place. The Supreme Court selected him. But to more directly answer your question, Bush would not have gotten out of his first term without 9/11, much less get re-selected.

If it hadn't happened in 2001, it would have happened later on,with terrorists having more cells here.
Who knows what would have happened in the Bush term if 9/11 didn't happen. Maybe he would have reformed social security and done a lot of other things: space program, more alternative energy other things he's mentioned in his State of the Union speeches.

I am going to say he would have had a 100% chance of being re-elected. That doesn't mean he would have been, but he would have had the chance, since I doubt anyone would have assassinated him

Unfortunately yes, due to two things.......
1) Rednecks, unfortunately ever since that freakin Blue collar comedy tour stuff happened, red necks have been rallying all over, and more and more are showing up everywhere, bush finds common ground with them, and gains support.
2) The overwhelming christian population, again unfortunately, bush connects with them on their level. He boasts his christianity, and the christians (like always) mindlessly follow him.
And last but not least, #'s 1 and 2 tie in together, there seems to be some kind of redneck christian melt that is taking place which is screwing the rest of us over.

Bush wasn't elected in the first place. Al Gore was. It's just that Bush's brother is governor of one of the biggest states with one of the largest amounts of electoral college votes. Al Gore won but good ol' Jeb took care of that for his brother.
