Good question.But it's a little complicated, because some people can change and improve their behavior and others seem to be unable to change.( like some sex offenders, especially child molesters).
Judges should not be allowed to consider a defendant's criminal past when judging a criminal case, because it is assumed that he has paid for his crimes.
However, if a person keeps committing the same crime, how is the judge expected to deal w/ the matter in a way that is fair to the defendant and to the victims?

Yes, many famous celebrates claim so, Judge Mathis for one, opens his show with the statement that he "got a second chance" and became a Lawyer,a Judge and now he has his own TV show. I could name many - it all depends on your own Integrate and Dedication. It comes from "within" to overcome life's obstacles, no matter what each day brings. 2nd chance at what ? love ? business ? education ?
People have 2nd, 3rd, 4th etc etc, chances ALL the time !
Every day you wake up breathing is 'another' chance at everything. Where did you get this 1 chance idea ?
