Of course 33 is greater than 32.9. It got 0.1 more in its value.

However if the number 32.9 has been rounded off, it will become 33 so that is when it becomes equal to 33. ☺

It depends on exactly how many significant digits are implied by the way the numbers are written.
If the '33' has only two significant digits, and the '32.9' has three, they are the same, because '33' with only two digits could be anything from 32.500000 through 33.499999.
