It means your health is to low and you need to wait till its over 30%. this has happen to me many times before. i would at least try waiting till your health is 100%

Sorry, I've never seen this message so I can't tell you why it would prompt you to do this. But I would recommend purchasing water and putting it in your refrigerator.

And if you want to ensure you have some success with digging then these are some good tips:

When you dig only dig in places where it says "Hint: This is a good place to dig." If you dig once in a 'hint' location and you don't get anything the first time dig again. Keep digging until you get a prize in that location. If you get a prize on the first dig in a 'hint' location then you should only dig there again if you get another "Hint" message. Press F5 a few times to see if the hint shows up but if it doesn't then move on to another location.

You get more 'hint' messages if your intelligence level is high so I recommend raising that to 100% before you go digging.
