I would disagree. A 'Midget' as you put it would just be a derogatory term for someone who is short, no matter what disease or genetics they have. It's meant to be mean, or funny, but has been watered into the American language.
A Dwarf is one with the recognised medical Condition Dwarfism, as someone stated previously
There is also a syndrome called Aarskog syndrome that enables you short also.
Hope this cleared some things up.

A midget is simply a very small person,built to proportion,a dwarf is a small person who may have a normal sized head & /or body,with short legs & arms.Dwarfism.

Midget is an insulting term to a person with dwarfism. Midget can be used in other circumstances also but usually means 'inferior' or 'less'. Therefore by calling someone a midget u are implying they're less of a man.
