Michigan will play in the rose bowl if Florida plays Ohio St in the BCS title game.
If Michigan plays in the BCS title game, I'd guess that LSU would play USC in the rose bowl.

USC shouldn't play anyone in the Rose Bowl, they don't deserve to go and anyone who plays Ohio State will lose.
