If you personally want to open it then it will be a real up-hill struggle with set up cash (bank) and gambling licence (local council) but it can be done. Speak to your local bank manager as they will probably have a lot of information on it.
If you just want one to open there, then write to the big bookmakers and let them know where you are and why you think you need them there. One will listen.

your going to need a lot of money, and a gambling licence.

you would have to set out your plans for it properly and present them for aproval.

you would most likely have had to work in the industry or know somebody that does to obtain all the right equipment and contact.

Go to your local council and they will advise you. You may need a license and there may well be local bylaws concerning a bookies.
