This is a pretty hypothetical situation, but i would pick goshawk. Why? because goshawks attack other birds for a living, and they are faster and more maneuverable in flight. Bald eagles soar around and look for dead fish - doesn't require any flying skills or tactical strategy - no experience or skill in attacking other birds.

Female bald eagle scientifically I can't say why but I have associates that will convince the goshawk to take a fall for the good of her and her family.

Goshawk. I have work with both. Bald Eagles are much bigger weenies than people think and will run before fighting. Goshawks are aggressive birds who will attack and fight. If anything, the goshawk would succeed in driving the eagle away.
