Its a mustache which is essentially a handlebar 'stache with the down ward 'bars' grown long so they hang down. it is a reference to a character in, I don't know if its asian history or old movies who's name was 'Fu Man Chu'
some times its isn't full handle bars but just the verticles of handlebars with the uper lip clean shaven

Fu Manchu was the name of the villain in an old movie serial. He wore a characteristic beard, and that has probably inspired some ot the other responses here.

Its a long mustache that drops down on both sides of the mouth, down to at least the chin.
