by the way some cell phones even without a service plan give you the ability to still dial 911, the only thing is that the police can't trace your location. Meaning if you are kidnapped or something they can't track you b/c you don't have a valid cell number and they can't call you back if you get dissconected.

You can buy or use an old cell phone for real cheap, and dont' bother with buying service for it. All cell phones with a working battery and antenna will dial 911.
If you have a sim card type cell phone, try taking out the card sometime - power on the phone (it'll say insert sim card or something), and just type 911, and hit send. Of course hit end as quick as you see that it's dialing out - which it will do.
I'd just say to get a phone that's used off of ebay that's cheap as dirt, buy a car charger, and throw it in the glove box with no service. It will dial 911 when you need it to do just that. :)

If you use a cell phone already, you surely know that it will do what you want and won't cost any more than you're already paying for phone service.
What I did was, I earned my ham radio license and then put UHF FM radios in my cars. My wife also has her license, so she can use the radio in her car. Both are permanently mounted in the cars - well, okay, they're both vans, but... If either of us has a problem on the road, we can radio the other, or alternatively, call 911 through the nearest ham radio repeater, just like you can with a phone. 'Course, we happened to like ham radio in the first place...

We bought a used T-Mobile cell phone for our 11 year old son off of e-Bay. It was about $40 and we bought a $20 card and it lasted 4 months! Gotta love e-Bay!

any cell phone can call 911 even if it is not activated.. like u dont have to pay on a pay fone to call 911... kinda like that... u would have to buy the phone at full price though... here is a cheap one for trac fone

go to a PRE-PAID phone. I dont know what companies are where you are, but here in New Zealand we have 2 providers that each have a range of pre-paid options. so you only spend what you have loaded onto your account. so $20 lasts a year if you dont use it.

if you buy a pay as you go phone you can just put a small amount of credit on it and keep it for emergencies
