happen in any other room in my house except this room. is there a way to shut it down compleatly other then the breaker box/

you may have an automatic freezeproof thermostat installed...it goes on at 40 degrees to keep the home from freezing.

I have it on my forced air unit

I think when you say wall control you mean some kind of thermostat and the heater is electric. If so it sounds like the wall control never shuts off power to the heating unit. If you can I would troubleshoot the wall unit and replace it if necessary.
There may also be a relay in the heater that is supposed to respond to the wall control. This relay could be bad. I'm unclear whether this is a built in base board heater or a portable unit.

This you have to be careful with I had something like this and it was a short in there so get some one to check this .
