There are certain things that are done better by a government than by individual citizens or private companies.
The national defense is the most important duty of a government. If the people are not safe, nothing will get done.
Roads and other civil works like water systems are best done by a government. The early US had private toll roads going across the country, but the maintenance of the roads was lacking. The roads and such are important items for a strong nation, bust since it is nearly impossible to make a profit with them, no private company wants to take on the task.

There are tons of philosophers throughout the centuries with diffrent views on that question. Thomas Hobbes, for intsance, believed that humans were naturally evil and government's used to maintain order. John Locke, on the otherhand, believed people were naturally good, and the government is there for the needs of the people.
Personally, I think government is used to unite the common interests of the people. When the government fails to do this, revolutions occur. We need govenment to unite us during times of stress and to accomplish tasks people can't do alone.

Government is a central authority which rules over disputes between citizens, an arbitrator if you will. Cynics have stated that government was an entity with a monopoly on violence.
We need government because of our own shortcomings; because of our inability to reign in our greed, and because we can not bring ourselves to trust our fellow man, and perhaps because we can't be trusted to handle our communities with a spirit of fairness and justice.

Even though the gov't might not be the best, and they do stupid things, we need a basis of order, and people in charge. Without it, the wolrd would be in ruins. It would go back to, "only the strong will survive", and the strong might not be the best to have any power. We would tear ourselves apart.

It is a body of authority used to make and enforce laws.
If you think about it, we have governments for safety, or to protect our stuff!
