Most people want to know who is caring for their kids with all the weird and perverted things that go on.
When I was young (I am 24 now) nobody under 18 ever sat for us and they were either a neighbours or the teen of a family friend.
Get your parents to ask about their work or ask people in the neighbour hood. Otherwise depending on your age you may be best getting a paper round or doing chores to make some money. I know its tough but that's what been a teen is all about
If you get one job and your good the parents will recomend you to their friends and so on.

Let your teachers at school know you want to babysit. Many of them need a babysitter, and they may be able to put in in contact with people they know who are looking for a babysitter.Ask your school administrator if you can post an ad in the school newspaper or on bulletin boards.
If you attend church, ask your minister if you can place an ad on the church bulletin board or in the church newsletter.
Be sure you put your expected hourly rate. Give a contact at school or church. Do not put your home address or phone number in any ads you place. Predators are everywhere. You might be safe giving a cell phone number.
Make sure you or your parents have some personal knowledge of the person you are going to babysit for. An interview with your prospective cleints and your parents would not be out of line.
I commend you on your initiative, and I am sure your parents are proud of you: just be careful.

make a lil some thing , maybe poster like business card size and ,hand them to waitresses in your area w/your parents or adult in the evening, I ve worked in restaurants before for many years and its the hardest to find babysitters at night and weekends cuz most dont want to and daycares are closed. If they have a babysitter they may call if theirs backout a night or 2

you should go around in your neighbor hood and babysit some kids.. and tell them to spread the word.. first start with people you know.. and hopefully they let other mothers know that you are a good babysitter..
