I would say that Sudoku is closer to logic, since you have to say that if 8 is not in a row and it's not in this column and it has to be in this region then it has to be here, for example, and to me this is logical reasoning. The numbers 1-9 that appear in a Sudoku puzzle don't directly mean those numbers because the puzzle is essentially the same if you use the letters in the word "democrats" instead. However, the structure of the puzzle is that of a Latin square of order 9, and the theory of finite fields, especially the field of 9 elements, seems to be remotely involved, so there is some math.
But it is mostly logic.
