The name you're looking for is clearly George Kennan. Whilst still a diplomat in Moscow he strongly advocated containment of communism in his telegramme dispatches back to DC. (He also warned against fear mongering regarding Soviet military designs: the USSR would subvert, not attack, according to GK.) Upon returning to the States he anonymously published one of the world's most widely quoted treatises commonly known as the X article laying out a cornerstone of what became the Truman Doctrine. Oh, and... he later went on to marry the daughter of Stalin. ;-) Here is a link:
