The only thing SHE can do is #1- lose weight, which may not possible if there are health problems involved or #2- deal with the embarassment. The only other possible options are obvious, like for her to buy a specialized car (possibly one with an enlarged drivers area). I don't fully understand your question, I guess, and I don't understand what you are looking for as an answer. She can't sue the bus company or anything, if that was what you were looking for. I'm sorry I can't be of much help, but I hope I helped a little.

She can call her local bus company and see when the handicapped buses are on her route or when one can be sent to pick her up. As for a car, I suggest a mini-van with weight levelers and have the seats reset so she is comfortable.
