people are individuals and have individual beliefs. neoconservative is just a label made up by some anti war liberals. Many conservatives believe that democracy is by far the best form of government and that freedom is a basic human right that all humans deserve. I think they believe that most people who prefer to live in communist countries, or under dictatorship, aren't being honest, or simply don't know any better, and would prefer to live in freedom and democracy if they learned about it, and lived it for long enough. I think that is true.
