They also do tops & swim wear for people with larger busts.

Your best bet is probably to get one custom made. Not many stores cater for larger sizes unfortunately (I thought I had problems being a 34G). I use Figleaves myself, but the size only goes up to JJ.
Custom made will be expensive but it will be money well spent if you get a good fitting bra.

Have you tried looking online? There are specialist stores for the larger boobed ladies .. they r mega expensive though try figleaves
