I am looking for a word... The definition means when a rule or law goes into effect in a certain situation. For example; in texas holdem poker, the kicker card is used at certain times if 2 or more people have the same best hand and one of them has a higher card.. so the sentence would go "The kicker card is _____." or something... I just need a word that can define this meaning. It's been bothering me for way too long. Another example could be in a sports game if a player does something in a certain situation that cannot be done when certain attributes correspond with one another.. or maybe if a police man pulls over a driver for speeding, then realizes that it is after the driver's curfew, and charges the driver for 2 offenses; speeding and driving past curfew. The additional law goes into effect due to the situation: it is past curfew. What word could describe this definition? Please help me out, I would really appreciate it.

The kicker card is determinative ...
"The law comes into force ..." means that the law has recently been passed by the legislature, and is effective at a certain date and time.
If it is an existing law, it governs the fact situation or it applies in that particular situation.
