Theres probably hundreds of different answers, but this may be the simplest:

Since 5*3 = 4 and 6*3 = 3, it looks like adding 1 to the first number decreases the answer by 1.
So 5*3 = 4 means 2*3 = 7.
Since 2*8 = 2, it looks like adding 1 to the second number also decreases the answer by 1.

So overall, a*b = something - a - b. That something will be 12.
So 5*3 = 12 - 5 - 3 = 4, yes.
2*8 = 12 - 2 - 8 = 1, yes.
6*3 = 12 - 6 - 3 = 3, yes.
1*7 = 12 - 1 - 7 = 4.
