If you are looking for more minutes for you buck... in general, T-Mobile is the way to go; however, you may want to look at other factors that may influence your decision for other carriers.
Other features that you may want to consider are Cingular's Rollover minutes, T-Mobile MyFav's, Unlimited Night/weekends, etc. Other carriers also provide specific features that are exclusive to that carrier.
My ultimate suggestion is to use tools like http://www.cellufinder.com that will allow you to choose the features that prefer or don't need. After the program will narrow your results and even provide links to the best priced phones for that carrier.

Both companies have different packages that you should investigate to see which one meets your needs the best.
I'm on my roomie's 'family plan' through Cingular. We have two phones (of course) and get 800 'rollover' minutes a month which costs right at $90 per month. We usually wind up with about 2000 extra minutes a year that go away at the end of the year....poof!!! I'm trying to talk him into looking into lowering the amount of minutes we get so we don't have so many minutes wasted like that.
My roomie DID have T-Mobile and HATED it!!! T-Mobile can't compare to Cingular in over-all coverage in the country and reliability in not dropping a lot of calls.
That's why they switched to Cingular and is very satisfied with the particular package we have.

T-mobile you get more mintues for your money, but if you have 1000 peak minutes, and only use 600, you still lose your additional 400, so next month you have 1000 again, with cingular for the same price you would probably get 900 minutes but if you used only 600 then next month you would have 1200 minutes peak time minutes (900+300 rollover). If next month you did the same thing you would eventually have a ton of peak time minutes(I have around 8,000), and with T-mobile still just 1000 every month. So it just depends on how you use your phone.
