Adelaide - South Australia - a few more people than that - other than that it fits the bill nicely - traffic ok, lots to do (close to ocean, mountains and desert) - no snow, short winter, mainly middle class, its just a big country town really.

salem oregon (there are skyscrapers in Portland) I am not sure how many people live in salem, but it's not too big. not much if any snow but you have ski resorts fairly close by. rains quite a bit but it's an amazing area and beautiful. the people are educated and progressive.
