x-japan is definitely one of the more prolific bands from japan. glay is another big name. they've been around for ages.
i think porno graffiti is another big name. and more of a fan, i suppose. they're a little more diverse in their music ranging from rollicking pop rock to electronic dance-pop. because of their dversity, they're able to remain fresh album after album and still remain distinctly porno graffiti.

I don't know about the best but some of my favs are Asian Kung-fu Generation, Orange Range and Malice Mizer....Well Gackt in general ^_^
