Somehow, you have got a load of air in your system.The whooshing noise is water and air passing through the pump. I suggest that you fix a hose pipe to a drain off near the boler, and let the water run out slowly. Do this with the boiler off. You will har the air coming out with the water. you won't shift this airlock by bleeding the radiators.

Check your pump... sounds like the boiler is overheating....this would cause the boiler noise and the lack of downstairs heat. The pump may be near your hot water tank, about 6-8 inches round, on a 22mm pipe. Theres a flat screw with a coin slot on the pump, remove this (may dribble a little) underneath is the end og the shaft of the pump. This has a screwdriver slot in it, and shuold be turning. Maybe its stuck, try turning the shaft(be aware whjen it spins it will throw your screwdriver out. Is there power to the Pump? Put system off, remove treminal cover, get a mains tester, system on, then check for power at the pump.
If there is no power on the pump, its control board time, if there is, but the pump is not spinning, time for a new pump.

if using a combi boiler check the water pressure at the boiler, if low top up, if high bleed some water from draining valve, also check if there are any other air valves.
could be blockage in system if so switch off and contact a engineer,

You could have alot of sedement in the tank itself. Just like a water heater with alot of sedement. The sedement turns into rocks, as the water gets heated the rocks start rolling aroung and banging on the sides of the tank.
This might mean your thermostat is out of control since the element might not be sitting in the water. It could be buried in the sedement. I'd have a professional look at it.

This is one of two problems, dependant on the type of system you have -
If you have an open vented system (tanks in the loft) - the pump is not working.
If you have a sealed system (no tanks in the loft) - the system is not pressurised correctly.

HOW OLD IS THE BOILER AND WHEN LAST DID YOU HAVE A POWER FLUSH. IT SOUNDS LIKE YOUR SYSTEM IS CLOGGED WITH SLUDGE AND LIMESCALE AND RESTRICTING YOUR CIRCULATION. REMEDY IS USUALLY A POWER FLUSH AND A NEW CONDENSING BOILER WITH A DESCALER ON YOUR INCOMING MAINS. GOOD LUCK.
