If the choice were simply on music, I'd rather prefer the Rolling Stones. But your question is "on stage".
They are both excellent at putting on the live show, but Madonna has a definite theatrical streak to her stage performances. Even a single performance with Britney and Christina ends on a huge theatrical splash with the kiss. Madonna is about the show.
Just an aside, I think Britney should close the curtains on her anatomical theatrical show.
