Block the overflow and suck the cap out with a wet/dry Shopvac.
Although some of the other suggestions sound pretty good also.

The cap should'nt be too far down the drain. You should be able to see it with a flashlight. Take some airplane modeling glue. And a plastic stick of some sort. Then squeeze some glue in the drain on the cap, then push the plastic stick into the puddle of glue. let them dry. You should be able to pull the cap out with the stick if it adhered well.

Get a long sharp nail or object to make a hole into the center of shampoo cap.
Make sure it is sharp enough to Peirce the center without sending the shower cap going down further.
Then us a wire coat hanger and open it up.
Form the bottom of the coat hanger into a hook and pull up the cap.

If you can see it get some needle nose pliers and get ahold of the it If not you'll have to go to the trap in the pipes and unhook push the cap thru. You might try to stab it with something like an ice pick an pop it out. Don't try to melt it your looking at serious problems

If the cap isn't very far down I'd suggest using a power drill to drill a small hole in the cap...then put a screw part-way in and pull it all out with pliers.

I have had good luck with a spring loaded grabber. It has three little jaws that open and it is flexible. You just push the button to open the jaws, grab the cap, release the button and pull it out.

man that sucks. have you tried to use a wire hanger. and kinda curl it under. or put something sticky on the end of a stick this way it sticks to the cap and voila, it should come out.
