The producers are the ones who put up the money to make the film, therefore they make more of the profits. If a big movie company is behind the production, they'll assign an Executive Producer, as well as any other producers involved.

Depends. Sometimes the producer is like a second director, sometimes he/she came up with the idea for the story. Basically they came up with something or several somethings that the movie would be incomplete without.
