I think you should go down there and check it out. But if you want cheap, Guatemala. Nicaragua's real state is as cheap as Guatemala's. Costa Rica's real state is one of the most expensive in Latin America; but at least you will be safe with its country's political and economical stability. Surf? CR #1.

Nicaragua is a very beautiful country. Ive been to both Costa Rica and Nicaragua and I think Nicaragua (even though its starting to be a touristic country, has a greater potential than CR). The only problem i see right now is the recent election of Daniel Ortega as President. In the late 70s he leaded a revolution in Nicaragua and made Nicaragua a socialist country. He now pledges protection of foreign investments, but I would be a bit more careful in that aspect.
I wouldnt invest in Costa Rica either... not that good infraestructure in roads so tourism is decreasing. Try Guatemala, although im not sure of the developing of a golf resort on the beach, i know of the development of a very exclusive golf resort near Antigua, in the volcanoes area, and Ive heard there will be condos and a Four Seasons Hotel. Check it out... maybe that could be a good choice... Good luck with your decision!
