Is the valve open all the way if it is than you probably have trapped air in the line

I am sure you opened the valve all the way so the hose is kinked or clogged with who knows what. Some hoses have screens that will plug up. If that is not it, something is clogging the faucet. Turn off the hot water valve, undo the hose from the faucet, get a bucket and turn on the water. If it o.k., the problem is in the faucet.

If you have old galvanized pipe in your house, the pipe is probably plugged up with rust and pipe/water sedements. Thats what happens with old galvanized water pipe, it rusts from the inside out. The plug caused the rupture in the connecting flex line to your water heater cause that is the weak point. If this is the case, I hate to be the bringer of bad news, but it sounds like a repipe is in order.
FYI....When ever you shut off the water to your house and drain the system. When you turn it back on ,open the bath tub spigot to bleed the air from the system. There are no screens in the bathtub spigot to get clogged.

The washer in the shutoff valve may have broken off and is blocking the flow of water. Turn the water off at the meter and disassemble the shutoff at the water heater and check/replace the washer.

When you had the water off for repairs deposits may have gotten into the line and are clogging the flexable lines going to the faucets or clogging the faucets themselves.

Mine did that and flooded my whole house. I had to replace the water heater.
