If you have kids or cats that would pull a dangling edge and run out of the room with it festooned behind them, then go for coming out on the inside.

Otherwise the outside is easier.

Well, I like to have the toilet paper next to the toilet. and that's in the inside *(I don't like to potty outside) so my answer is outside!
