first off, it's "sole", not "soul" and second, that would be the 1993 Clinton appointee, Ruth Bader Ginsburg, who took the seat vacated by Byron White that same year.

We just lost Honorable Sandra Day O'Connor due to her retirement. When a government official comes to office they get the title too. It is a respect issue; When I used to address letters we put their entire title on the envelope. For example a Christmas card would be addressed President George W. Bush not Mr. Bush.
