I started an online writer's forum a few months ago - it was mostly my idea but a good friend helped me slightly. Since I'm the owner of the thing, I was the only one who could invite or add members. Since she (my friend) knew someone who'd wanted to join the group, I changed her membership so she could add/invite members. So she invited four people I barely know, and I don't think they'd be a help to the forum. Not sure what to do.... should I change her membership back to the orginal status? I don't know what she told the other people so I'm not sure if I should email them too?

my friend and the people she invited live all the way across the country.

yeah, I want more people, but I don't want any 'leeches' either, as my forum is for people who would do more than just read other people's things.

I don't know what your forum's main purpose is, but I run one and I think the more members you have the better. You can have great discussions and more opinions about things. I think since you are the administrator, you need to set down some rules or policies on the goals of your forum. That way people who join can have an understanding of what your forum is about. When someone new wants to join, I send them a email with the policies and welcome them. Since you made your friend a moderator, let her know what you want and don't want her to do. You have the power to do anything with the forum. Remember, that people will come, because it is interesting and fun. Chase them away and it will go away.
