Sims 2 wouldn't be Sims 2 if you didn't complete the whole set even if some expansion packs don't change much of the gameplay there are still some little changes which will change Sim interaction and such.
But if you really would want to buy just one then I think you should buy Nightlife. It adds an attraction-based dating system and a nightlife destination expansion sub-neighborhood: Downtown, (the premade sub-neighborhood includes no premade families, but massive array of community lots) it is also possible to have a family live downtown. Two new Aspirations (Pleasure and Grilled Cheese) are added, as is the ability to change Aspirations through an Aspiration Reward object. Use of drivable cars is included as well. Sims may now become Vampires.

I purchased Sims Open For Business and was pretty let down! Didn't add to the game very much and seemed just thrown together. I would absolutely not recommend Sims Open for Business!

First of all which ones do you already have?? I have all except Sims2 Pets. I suggest Sims2 Pets cuz it seems like a really interesting game. And just think your sim will always have a cute little pet to match her outfits!

nightlife is probably the best -you get cars, loadsa cute new clothes and there's a whole new town and new characters like vampires :D
university is pretty boring after a while
I heard pets is good but I havent got it so I wouldnt know

Well, so long as you have the first one I suggest Pets. You can have your own breed of animals and, if your person gets bit by a wolf, even have werewolf humans.
The animals can breed (usually 3 puppies/kittens) and you can give them jobs as well as create your own breeds.
You're also able to have birds, fish, and a wormrat (similar to a guinea pig).

Nightlife is the one I like best. You get cars and there is a new downtown area with shops and restaurants.
