A nice scarf. Jewelery depends too much on the particular taste of the woman. And scarfs can be used as belts (by teenagers and young adults), as head bandanas, or a nice neck-accesory. I think you can even get a silk scarf for that kind of money.

I've always been partial to beautiful costume jewelry-like a bracelet or something. I love to look at these on display. Macy's, Penney's, Parisian's, etc. Everyone has them and it's not usually difficult to fit wrists.
And they come in cute boxes.
