A glance, double glance then a smile. If she's even remotely interested or available, she'll return the smile. If it's genuine, you'll have to say "hello" next.......Or be saucy, and walk right up, ask if the seat next to her is taken and watch her turn bright red. :)

From the front, eye contact is important. Extend your hand to gingerly grip hers(don't shake it up and down like a moron!), turning the back of hers up a little, and smile and say something nice like "Can I borrow your notes after class, sugarbritches?"
