I applied at a temp agency last tuesday and filled out an application took the apptitude test and passed it. I spoke with the staffing manager he went through my resume and application and said that he would call me back in 48hrs to tell me whether or not i passed the background check. However, i have not heard from him yet? Has this happened to anyone before?

Sure, happens all of the time. Sometimes the background check takes longer than 48 hours to come back. Sometimes they get swamped with other stuff and forget to call you. It's okay to call them and ask for a status update and to let them know you're available to work.

If you are serious about finding work, register with more than one temp agency. They'll only call you if they have work, so the more you register with, the better your chances.

Temp agenices treat temps horribly. They have no respect for people like you. They want you to call them.
Go to someone else.

Call the agency maybe they are still waiting for your BCI to come in.

No, but you should call them. It shows you are interested and they'll think of you when they are hiring.
