Matter is anything that has mass and volume. Light does not carry any of these characteristics, therefore, light has no state of matter. The states of matter are SOLID, LIQUID, GAS, and PLASMA. Light, does not belong in either one of these, but it might be in the plasma, because matter in the plasma phase is extremely high in energy and therefore dangerous to living things. Plasma can be made on Earth, only by using equipment that produces very high energy.

light is the visible part of the electromagnetic spectrum

light differs from matter, in that the nature of light can really only be determined by observations such as diffraction and the photoelectric effect....whereas matter can readily be seen.

light always propagates like a wave and interacts like a beam of particles, called photons

it is neither wave nor particle but we can describe it's behaviour in terms of one or the other.
