i own part of a private road and united utilities say they are allowed to dig my road up and lay a new sewerage pipe when i dont want one and im quite happy on a septic tank. can i refuse to let them do the work

Take a look at the deed and/or title insurance policy from when you purchased your home. (or contact your local county recorder's office for a copy of the roadway agreement). There should be some notation as to who has access to the land and rights as to escavation or laying pipes. Look for any notation regarding "easements."

You will have to go through a lot of trouble over this. First --do they own a right of way on the road? Do you actually own that section of the road(own property on both sides).Does the town or county have right of way,maintain road or other utilities(electric,cable,phone)? has the county decided to put you on a central sewage system? If this is so,then you really have no recourse.--On the other hand, if a neighbor or developer is trying to install a sewage line and your property is IN THE WAY, you can either get a lawyer to file a cease and desist order (money and no guaranty of winning) OR--you can negotiate a deal to have them pay the entire cost of your hookup all the way to your house(there are advantages). If they do not have a wayleave then tell them to clear off, if the road is really private then without your permission they cannot lay the pipe

no you cant refuse."technically you own the land" written deep in state/government bull crap law.the land you own is the top inch the rest belongs to the state/government. If you have a well the Natural Resources department could bill you for using their water.They say its progress. I dont agree with that most time.But look at the bright side...Yuo get a new road. that you get to pay for with the tax money for putting in sewer!!!

Unfortunately, once the city decides that you are going to public sewer you are screwed. Call the utillities department in your city to get details. They can tell you exactly what you need to know.

Yes, I think you can as they need your permission to dig up your property. You should seek advice from a solicitor as they may just do it any way.

if you check your deed you will see that there is always a right-away that allows company's to come in without your OK
