My next door neighbor will not turn down loud music but expects me to get rid of my surround sound system. I have contacted her with no response, I have contacted her land lord and he refused to say anything to her, and the local police will not do anything. What can I do? Is there anything in the laws about a landlord being responisble for his tenants?

More Details- there is no noise ordance and i have contated the landlord to ask the tenant to keep it down he refused, I came home from my boyfriends house Wed before Thanksgiving to find my decorations from my porch thrown all over my yard and some of them destroyed, they were attached to the house and in perfect condition when i left three hours before. As for this being bickering - no i don't think so. This same tenant tried to break into my house in Feb and the only reason the police didn't charge her and her mother then was because she claimed she hurt herself on my door trying to get in. Believe it or not they could have charged me because of this "injury." The landlord is aware of all of this and still refuses to do nothing. All i want is for there to be consideration for others. They didn't live here when i bought my house.

I'm not sure how this is "destroying my property". However, the fact is that if you have called the police and they wont do anything, I am assuming this is within the "noise" time. In other words, the city has a specific time when there can be loud music or not. Usually after 11PM during the week and 1:00AM during the weekend is the cut off for all loud noises. During the day from 8:00AM on, there is nothing you (or the police) can do about it. Even if the police could, they would just ask them to turn it down. There would be no actual police report for the LL. Nor can her landlord. The LL needs proof (police report) to evict someone. Right now its just hearsay (you). Otherwise he could be sued by the tenant. Especially if its not true. If the police wont do anything, there is more to this story than you are telling.
A Landlord is NOT responsible for his tenants behavoir UNLESS he has knowledge of a crime or felony they have committed, a danger to others, or has PROOF (in the form of police reports) that the tenant has violated the lease in some way. Neighborhood bickering is NOT a reason to evict a tenant.

Example, your neighbor actually owns the house, and doing all this, other than call the cops, there is nothing you could do. You cant force him to move out.

Get a lawyer! A letter from an attorney may be all it takes to wake up the landlord.

EVERY time that there's a disturbance of the peace, call the cops. That establishes a record of the problem.

But also make sure that you're not part of the problem, i.e. your surround sound system!

Sue his landlord. Settle out of court with the understanding that the current tenant is to be evicted and those provisions in the lease are to be strictly enforced with future tenants.

Nothing grabs a person's attention like a summons to court.

If they ignore the summons, you will be awarded a summary judgement. Now the fun begins. He is sure to ignore all attempts to collect. Be sure to respond by having all his bank accounts frozen and his wages garnished.
