John and Agnes demanded an answer on why this mysterious person WAS caging animals.
Artemus awakened with a start. He sat up. As his eyes fell into focus, he realized that his bed WAS surrounded by people.

most of the times yes, very rarely, it's during the present. But yeah, you would need to use past-tense writing there.

Have you ever read a story written in present tense? I'm editing one right now, and after the first *sentence* it gets annoying and keeps jolting me out of the flow of things.
